Truck with 70 bikes burnt down

Golaghat (Assam), May 30: Some unidentified persons burnt down a Nagaland bound truck carrying 70 brand new motor-cycles at Rangajan in Golaghat district of Assam this evening at around 7:30 pm.

Sources said that the truck along with the motor-cycles were burnt down by the supporters of counter-blockade prior to the peace talk between the GOI and the NSCN-IM which is scheduled to be held from tomorrow in Nagaland.

Numaligarh reeling under jumbo menace

GOLAGHAT, May 30 – The people of Numaligarh area and its adjacent places are spending sleepless nights due to the depredations of wild elephants. A herd consisting of 60 elephants is damaging houses at Numaligarh and its neighbouring areas including Bihora Mikir Chang tea garden where the elephants damaged 14 houses and seven shops. The shops belonging to Goush Tauti, Bipul Munda, Gopal Tamuria, Meghnath Tanti, Bakul Tanti, Azit Tanti and Motilal Tanti had been damaged.

The people had demanded of the Forest department of Golaghat to drive out the elephants. But so far the Forest personnel have been unable to drive away the elephants from the rural and tea garden areas.

Appointed: The Director of the Minority Welfare and Development department has appointed Prince Azizul Haque as the chairman of Golaghat Minority Development Board.

Prince Azizul Haque is an inhabitant of Nahoroni area within Golaghat district. The members of the board who were appointed were Anizuj Jaman, Ruidar Rahman, Mofida Begum and Bubul Hussain.

The Muslim Jatia Mahasabha Golaghat district committee has welcomed the appointment.

55 rhinos killed in Kaziranga in last 4 years

Nagaon, May 30 (IBNS) : While wildlife lovers around the globe are rallying against rhino poaching, as many as 55 rhinos have been killed in the UNESCO’s world heritage site Kaziranga National Park, in the last four years.


According to insiders of Kaziranga National Park, a nexus between a section of forest guards and poachers is being suspected to be involved in rhino poaching.

And now, authorities of Assam’s Kaziranga National Park, forest guard and security personnel are killing innocent people in fake encounters and producing them as poachers to cover up their failure, alleged by local people who reside near the park.
The incident came to light when villagers of Silveta under Bokakhat Police Station in Golaghat district, some 35 kms from Kaziranga National Park, alleged that, a youth called Rahul Kutum was killed by forest guards in a fake encounter inside the Park on May 21, morning.

Later, the park authorities produced 4 'poachers' killed in the encounter.

Park authorities said, the killed poachers have not been identified.

But the villagers alleged that, the park authorities killed innocent youth Rahul Kutum along with three others in a fake encounter for covering their failure to protect rhinos.

Family members of Rahul Kutum lodged FIR at Bokakhat Police Station and a case (No – 91/2010, under section 302) had registered.

Villagers of Silveta given a memorandum to Golaghat DC demanding a fair inquiry into the incident.

Tileswar Kutum, elder brother of Rahul Kutum told IBNS, “the park authorities producing it as colourful for covering their failures”.

It is to be mentioned that, 55 one horned rhinoceros have been killed in Kaziranga in last four years, during the period when Forest Minister Rockybul Hussain took charge of the state government ministry.

Poachers killed 20 rhino in 2007, 16 in 2008, 13 in 2009 and 6 in this year. In this period park authorities killed only 8 poachers and forest department, security personnel arrested 37 nos of rhino poachers.

Over 800 rhinos were killed during the last decade – it is enough to raise a loud alarm on Kaziranga national Park.

In other hand, Kaziranga lost more than 150 rhinos and 40 tigers in natural dead.

GUWAHATI, May 29 – The results of High School Leaving Certificate Examination 2010 which were announced today saw an increase in the overall pass percentage. The performance of candidates in High Madrassa Examination, announced today, also revealed an improvement.

Of the total 2,70,930 who appeared in the HSLC Examination, 1,71,276 came out successful. 19,034 secured first division, 31,720 secured second division, and 1,20,522 were placed in the third division. The overall pass percentage combining Regular, Institutional Private and Non Institutional Private reached 63.21, which was 61.55 in 2009 and 58.68 the previous year.

The pass percentage among male candidates was 66.70, and among females it was 59.72. The pass percentage of candidates in the Regular category was 64.69 against 62.39 in 2009.

Heading the merit list was Jugal Talukdar of Choukhuty High School Barbang, Barpeta, who scored 572 with letter marks in Assamese, English, General Science, General Maths, Social studies and Advanced Maths.

Himangshu Bhuyan of BVFC Model High School secured the second rank with 567 marks and the third position was jointly held by Nabaneeroj Saikia of Don Bosco High School, Tezpur, Spondon Jyoti Goswami from Modern High School, Guwahati, and Dhrubajyoti Choudhury of Axam Jatiya Vidyalaya, Noonmati, Guwahati.

Among the schools with enviable results, Axam Jatiya Vidyalaya, Noonmati reinforced its already sound credentials with eight of its students securing ranks in the coveted merit list. A number of its students also secured highest marks in different subjects. The school also registered a very high pass percentage.

Nalbari district had the highest pass percentage of 79.70, followed by Dhemaji with 78.19 per cent and Barpeta with 73.89 per cent. Schools in Kamrup district from which the largest number of candidates – 30,021 – appeared in the test showed a pass percentage of 73.75 per cent.

However, once again, some districts fared poorly with pass percentage that was dismal to say the least. The lowest pass percentage of 38.04 was recorded in Haliakandi, while in Karbi Anglong it was 38.89 and Chirang managed to show a pass percentage of 44.49.

Interestingly, a breakup of performance on the basis of caste and community revealed glaring discrepancies in performance. In the general category the pass percentage was highest. The lowest pass percentage was recorded in the tea garden community. Only 38.07 per cent who appeared as regular candidates passed. The pass percentage among private and institutional private candidates in the tea garden community was only 25.60.

In the Assam High Madrassa Examination, of the total 6,708 who appeared in the examination, 4,929 passed, pegging the overall pass percentage at 73.47. Aminul Islam of SAB High Madrassa occupied the highest rank with a score of 510.

Of the successful candidates, 139 secured first division, 978 got second division and 3,812 were placed in third division. Among male candidates the pass percentage was 77.46 and the female pass percentage was 70.01.

Our Correspondents add: Patacharkuchi: Jugal Talukdar made his hometown proud by capturing the coveted top position in the HSLC examination. A huge procession of jubilant people brought him to his school. He was feted with japi and garlands.

Dibrugarh: Eight students from the district secured berths in the list of top 20 in the HSLC Examination. Another four students secured highest marks in different subjects. Himangsu Bhuyan of Brahmaputra Valley Fertilizer Corporation (BVFCL) Model School Namrup secured second rank, Suhani Goswami of Salt Brook Academy Dibrugarh got 14th rank, Arindam Das of BVFCL Model School Namrup was placed in the 18th rank, Santosh Mohan Rajkumar of Moran Jatiya Vidyalaya and Mayuri Phukan of St Mary’s School Dibrugarh were placed 19th, Dikshita Saikia of Salt Brook Academy Dibrugarh, Abhishek Kayal of St Mary’s School Dibrugarh and Malavika Bora of Little Flower School Dibrugarh, secured the 20th rank. The pass percentage of the district is estimated to be 63.63, slightly higher than last year.

Tezpur: Seven students of various schools of Tezpur town brought laurels by capturing positions in the HSLC merit list. Nabaniraj Saikia of Tezpur Don Bosco School achieved the third rank much to the delight of the local people. He told this correspondent that hard work was the key to his success. He aspires to be a successful engineer and wants to study in an IIT.

Itakhola: Neelam Baruah of North Jamuguri High School brought glory to greater North Jamuguri by securing 10th rank in the HSLC examination. While talking to this correspondent she said that she was confident of securing a rank in the examination.

She studied for eight hours every day and admitted that medium of instruction was not a hindrance in her academic pursuit.

Haflong: Despite the adverse situation in the hill district of Dima Hasao, Sankhya Chakraborty of Haflong managed to secure fifth position in the HSLC examination from Government Boys’ Higher Secondary School, Haflong. Significantly he is the second student, who secured the fifth position in the history of the school since 1951.

Speaking to this correspondent, Sankhya explained how the adverse situation in the hill district failed to discourage him and how a conducive atmosphere at home helped him.

Jorhat: In the HSLC Examination declared today as many as 10 students in Jorhat district were able to secure positions among the top 20. Papori Chutia from Borhola HS School secured 11th position with an aggregate of 558 marks. From Kakojan Balya Niketan, Dipankar Kashyap Borthakur and Ishani Borthakur secured 15th and 17th positions respectively.

Two students from Don Bosco High School, Baghchung, Amalin Phukan and Abhigyan Mahanta acquired 18th position scoring 551 marks each.

Anupam Konwar and Surajit Saikia brought glory to Jyoti Bidyapith, Teok, by securing 18th and 20th positions respectively.

Atchur Pegu from Jonaki Jatiya Vidyalaya, Gowaigaon Majuli, secured 19th position with aggregate 550 marks.

Another private institution, Jonaki Sangha Vidyalaya also came into focus by producing two rank holders Seuj Bordoloi and Urvashi Bordoloi, who were placed in 20th position.

Dergaon: Arindam Bikash Neog who appeared from Don Bosco High School Dergaon secured the 20th rank in the HSLC Examination 2010. He told this correspondent that his success could be attributed to hard work centred on conceptual knowledge rather than memorizing.

Sivasagar: Bettering all pervious record, eight HSLC candidates occupied ranks among the top 20 HSLC candidates.

Kokrajhar: This year again in Kokrajhar district private institutions proved better than the Goverment institutes. Like previous years B.P.C.M Babyland English Medium High School, Kokrajhar maintained its prestige by securing two positions in the list of toppers in the HSLC Examination.

Two girls of B.P.C.M Babyland English Medium High School, Kokrajhar secured 15th and 20th positions respectively. Tanaya Rakshit with total 554 marks and letter in all subjects secured 15th position while Payal Dey with total 549 marks and letter in all subjects secured 20th position.

Baihata Chariali: Bagging three top positions in the HSLC examination, three boys have brought glory to the Baihata Chariali area. Paragjyoti Deka, securing 9th position brought pride to his village Radhakuchi for the first time. A student of Sankardev Sishu Niketan, Karara Pragjyoti secured 93.3 per cent with 100 marks in Advance Mathematics.

Joydeep Deka, a student of Majgaon High School (Venture) secured 20th position. Another student of Pioneer Academy, Puthimari, here Anup Jyoti Kalita son of Hareswar Kalita and Sarala Kalita of Koroibari village has also brought fame to the area securing 20th position. He also got marks with 100 mark in General Science.

Silchar : The toppers in Cachar district included Sandipan Choudhury (11), Jayeesa Deb (12), Aminsha Choudhury (12), Manisha Paul (20) Ankur Nath( 20), Sunanda Dutta (20), Samagata Sen (20), Souradeep Dey (20), Sawgat Roy (20), Supratim Das (20) and Baishakhi Suklabaidya (20). Let ULFA give formal proposal for peace talks: Gogoi

GUWAHATI, May 30 (IANS): Chief Minister Tarun Gogoi today asked the outlawed United Liberation Front of Asom (ULFA) to formally apprise the State government of its decision on opening peace talks to end three decades of insurgency in the region.

"Let them first decide if they want to talk or not. If at all they are interested for talks, they should formally let us know," Gogoi told reporters in response to an ULFA statement to the media on Friday urging the government to release its six top jailed leaders to pave the way for holding peace talks.

He said the rebel group should tell the government what they want and the government would discuss their proposals in detail and do whatever was possible to get the talk process going.

"We are positive from our side, but then there has to be some formalities observed and so we want the ULFA to make their stand formal to us," the chief minister said.

The ULFA statement by its publicity chief Mithinga Daimary was made after eight of the outfit's leaders met inside the Guwahati Central Jail on Friday to discuss the issue of holding peace negotiations with the government.

The meeting came in the wake of some positive signals from New Delhi. Home Minister P.C. Chidambaram Tuesday said in Guwahati that the Assam government had been given the nod to open talks with the ULFA.

On Wednesday, the Assam chief minister said the state cabinet endorsed Chidambaram's proposal and announced that Assam was ready to begin peace talks with the ULFA leadership.

Six top ULFA leaders are in jail -- chairman Arabinda Rajkhowa, deputy commander-in-chief Raju Baruah, self-styled foreign secretary Sasha Choudhury, finance secretary Chitrabon Hazarika, cultural secretary Pranati Deka, and ULFA political ideologue Bhimkanta Buragohain.

Its vice chairman Pradeep Gogoi and Daimary were out on bail two months ago after the prosecution did not oppose their bail plea - a move seen as an attempt by the government to let the two leaders drum up public opinion for opening talks.

ULFA general council meets in city jail

GUWAHATI, May 28 – ULFA’s general council, led by the outfit’s jailed chairman Arabinda Rajkhowa, met today at the Guwahati Central Jail to take a decision regarding peace talks with the government.

According to ULFA publicity secretary Mithinga Daimary, the general council meeting was held in response to the government’s invitation for peace talks.

Rajkhowa, who is in jail, was joined by ULFA vice-chairman Pradip Gogoi and Mithinga Daimary from outside, as intense discussions were held with the council’s jailed leaders.

The modalities of the talks and where they would be held was yet to be decided as the discussion was in the initial stage, Daimary said.

The council members were also hopeful that the banned underground organisation’s ‘commander-in-chief’ Paresh Baruah, still at large, would abide by their decision on the talks.

The issue of ULFA general secretary Anup Chetia, now in a Bangladesh jail, was also discussed at the meeting, he added.

Chief Minister Tarun Gogoi had announced here on Wednesday that his Cabinet had taken a decision to hold talks with ULFA irrespective of whether Paresh Barua came for negotiations or not.

Among the ULFA’s 15-member general council, six are in judicial custody, including Rajkhowa, two — Pradip Gogoi and Mithinga Daimary — have been released on bail and three members are missing since the Bhutan operations in 2003. Another member, Robin Handique, died in Tezpur Jail after he was brought there following the Bhutan operations and Jibon Moran is at large.

HSLC and AHM Examinations Under SEBA Announced

Secondary Education Board of Assam (SEBA) on 29th May declared the High School Leaving Certificate Examination (HSLC) results, 2010 and Assam High Madrassa (AHM) results for 2010 on Saturday (May 29). Total 2,70,930 candidates appeared for HSLC examinations out of which 1,71,276 candidates passed successfully. The pass percentage 63.21. All together 19,034 candidates got 1st division, 31,720 passed in 2nd division and 1,20,521 candidates passed in 3rd division in HSLC examination .
In Assam High Madrassa Examination Total candidates appeared is 6,708 out of which 4,924 passed successfully. The passed percentage is 73.47. 1st division 139 , 2nd division 978 while 3812 candidates passed in 3rd division in the AHM Examination 2010.

Four NDFB bombers linked to Assam blasts held

GUWAHATI, May 28 (IANS): Four members of the outlawed National Democratic Front of Bodoland (NDFB), directly involved in the October 2008 serial explosions in Assam, have been arrested in separate raids by the Central Bureau of Investigation (CBI) sleuths, officials said on Friday.

A CBI spokesperson said Rahul Brahma was arrested on Thursday from Zero town in Arunachal Pradesh where he was taking shelter with his wife and child for the past few days. Brahma is the one who allegedly drove a Maruti 800 car packed with explosives and parked the vehicle at a crowded business hub in Panbazar on Oct 30, 2008. The car bomb went off killing eight people and wounded up to 30 others.

A total of nine near simultaneous explosions rocked the State that day killing 100 people and wounding 500 more, all the blasts blamed on the NDFB.

In another raid, CBI officials held three NDFB bombers from Kokrajhar in western Assam - all of them directly linked to the explosion at Bongaigaon town.

The trio of B Onsai, Indra Brahma and Lukhra allegedly rode a motorcycle packed with explosives and parked it in front of a shop in a crowded street in Bongaigaon, about 200 km west of here. An alert shop owner informed the police about the unattended motorcycle - a bomb disposal squad towed the motorcycle for defusing, but for some technical reasons the bomb went off before it could be defused, injuring two policemen.

"All the four arrested are directly linked to the serial blasts and we consider it a major success and we hope to catch a few more soon," CBI Superintendent of Police NS Kharayat told IANS. "Vital clues were provided by NDFB chairman Ranjan Daimary during our nine-day interrogation," the CBI official said.

Daimary was handed over to Indian authorities on May 5 by Bangladesh and is now in the custody of Assam Police. Earlier, the NDFB terror mastermind was in CBI custody for nine days until Tuesday.

"Daimary has confessed to the crime of masterminding the serial explosions and said the explosives were procured locally from Assam and also from Bhutan," the CBI official said.

The CBI had already filed a chargesheet naming Daimary and 19 more NDFB militants for the serial blasts Oct 30 2008 in Assam.
